A transgender actress and model raised eyebrows on Saturday by baring her breasts on the lawn of the White House at an event to celebrate Pride.

Rose Montoya, 27, was among hundreds invited to the White House for the festivities where she met the president and first lady - before unhooking her dress and cupping her bare breasts on the South Lawn.

'Are we topless at the White House?!' the person recording the clip says, as Montoya moves her hands up and down while grinning.

Montoya shared an Instagram montage of the day with her 103,000 followers on Monday, and was seen dancing to the DJ and striking poses in front of landmarks such as the Washington monument and the Truman balcony of the White House.

Montoya is also seen meeting Jill Biden, and trying to take a selfie with the president - with the camera mistakenly on video, rather than photo. 

During her encounter with President Biden, she also said: 'Trans rights are human rights.'

She captioned the video: 'I had the honor of attending White House Pride, the largest one in history where the Pride flag flew for the first time.

'This is trans joy. We're here at the White House unapologetically trans, queer, and brown.'

When Montoya's topless video went viral, she pointed out that being topless in public was not illegal in Washington DC.

She published a second video, declaring: 'Free the nipple!' The Idaho-born model, who began transitioning in 2015, films herself meeting her hosts.

'Hi, Mr President!' she says, on greeting Joe Biden. 'Hi, how are you?' he replies. She says: 'It is an honor. Trans rights are human rights.'

In another part of the clip, Jill Biden tell the crowd: 'You are loved, you are beautiful, you are heard, you belong.'

Joe Biden declares them to be 'some of the bravest and most inspiring people I have ever known.'

The president celebrated Pride Month and the LGBTQ+ community with a reveal of the Pride flag between two American flags.

But Twitter users were quick to criticize Biden, arguing the American flag should be in the center of any display featuring multiple national flags or pennants, according to the US Flag Code.

Judicial Watch President Tom Fitton tweeted: 'To advance revolutionary transgender agenda targeting children, Biden violates basic tenet of US Flag Code and disrespects every American service member buried under its colors.'

He then cited the US Flag Code, which reads: 'The flag of the United States of America should be at the center and at the highest point of the group when a number of flags of States or localities or pennants of societies are grouped and displayed from staffs.'

Dr. Roger Marshall tweeted that the display 'is a disgrace.'

'This is a disgrace. Not only is it in breach of US Flag Code, but it's a glaring example of this White Houses' incompetence and insistence on putting their social agenda ahead of patriotism,' he wrote.

Montoya has been open about her September 2020 breast augmentation, November 2020 trachea shave - to remove an Adam's Apple, and March 2021 genioplasty, which makes the chin more feminine. Montoya has not undergone bottom surgery.  

After her final surgery, Montoya went viral after she denounced airport checks, calling them insensitive and inappropriate.

Montoya was flying from Phoenix to Los Angeles when she was stopped at security after the full-body scanner detected an 'anomaly' between her legs.   

'Can we talk about how horrible it is to travel while being transgender sometimes? I always have immense anxiety leading up to going through security,' the Hispanic model explained in her viral TikTok, which has been viewed 19 million times. 

'And this means that I totally recognize the privilege of having all of my documents correct,' she continued.

'So, the gender marker on my license, for example, says female. 

'But, going through the scanner, there's a male scanner and a female scanner in the TSA checkpoint.'

When a traveler enters the scanner, a TSA officer presses a button designating a gender, either male or female, based on the traveler's appearance, according to the TSA website   

The system doesn't account for transgender people, which makes traveling difficult and sometimes traumatic for members of the trans community.  

'Looking at me, you know, I look like a woman and I am a woman. So, that's great. I love having systemic privilege when I feel unsafe, which is in an airport,' Montoya continued. 

'But, going through the scanner, I always have an 'anomaly' between my legs that sets off the alarm.' 

Montoya, who has more than 481,000 TikTok followers, has been using her platform to educate others about the difficulties trans people face. 

'Being pulled over by the police or traveling is terrifying for many of us because of our documentation not being accurate,' she explained in a follow-up video. 

'This is a large problem because there is a lot of gatekeeping. 

'It's very difficult sometimes to change your documents,' she noted. 

'Many states require you to have surgery, which is also difficult to access in the first place. Most states don't allow non-binary people to have a genderless marker on their identification documents.'

Montoya said the state of Idaho, where she was born, still won't let her change her birth certificate, but all of her other legal documents have been changed to reflect she is female.

'So while my legal documents are changed, I truly hope that transgender people will be able to change their documents more easily in the future,' she said. 

Montoya revealed in another video that she had an easier time flying back home because she used a 'Tuck Kit' to tape her groin, allowing her to go through the TSA scanner without setting it off.  

Many people asked her what TSA can do better, and she pointed out that the problem is systemic.  

'There is transphobia rooted into every system of power in this nation, so the root solution is to simply believe transgender people when they tell you who they are,' she said. 

'TSA needs to remove the gender settings from their scanners, and they should also believe me when I tell them that I'm a trans woman and that I don't want to be pat down by a man or scanned as a man because I'm not one.'
